Maximus knew that he was going to object to the lab setting and drummed his fingers on his table. It was becoming a long day and this human was becoming an issue. "This human is becoming an issue." He mumbled. And normally issues never went away unless dealt with. He looked surprised that Zephram would actually say something like that. He had been fighting for the vets taking the human. Science was a fickle friend and a frivolous foe. Maybe the vets and lab scientists could share results and compare notes. "Since this human is rare. I believe the only solution is to work together." He suggested. " Cobra and his scientists could also run more in-depth tests and the vets can monitor her condition, intervening when it comes too close to 'traumatizing' the human. After these tests are done, I believe we should allow the human to choose her new owner. All humans usually don't choose their owners. Their owners choose them."

Kratos tapped the edge of the podium by a curled fist. He sighed, listening to a few options between the few verbally fighting apes that were present. It too, astonished Kratos with the words of Zephram.
Nothing brought his tired attention until Maximus placed a suggestion that would stun and bring forth light anger. The tapping halted. Kratos shook his head. "You're not actually believing that are you, Maximus? I mean you're offering." He gritted his teeth, shaking his head. "Rights....to a human." He growled.
He stood up from his warm seat, firing a finger to Phoenix then Serenity. "To a human. They've lost all once entering this city." He stated. "I'm appalled." He muttered, plopping back down.

Bartu rolled his eyes, bothered by Maximus's odd suggestion. He sighed, planting his chin in his palm, then rested his elbow on the tabletop. "I see...I see.." He snorted, turning his eyes on Maximus. "You think I can't, you're judging that I'm not capable to handle the dog. Well, I've dealt with worse scenarios, and apes. Her issue is nothing."

Maximus shifted his position knowing the offering was odd and that offering rights to a human wasn't always a good idea. "And what about ape raised humans? Do they have the rights? They enter into the city by ape hunters and are taken to the orphanage where they are raised by an ape guardian. Some humans outside of the city may be raised by apes."

Serenity stood up and spoke, "I'm not talking anymore. My mouth gets me into more trouble than it's worth." She sat down in her chair, placing a hand on her chin. It's what she felt and didn't wish to add to more of their problems.

Zephram rubbed his forehead as he knew that ape raised humans were an exception...unless the law had changed. He raised a finger as he stood. "So, all humans who are ape raised have no rights under ape law and as soon as they enter into the city they lose all their rights? Did the law change?" He questioned. "If so, then I'm sorely mistaken. I thought humans that were raised here had as much rights as the next ape." He paused.
"Now, I'm not sure if the law is valid. The human here was brought in on the account of an emergency by Vet Serenity. Bartu brought her into the hunting camp, but did not bring her into the city. Vet Serenity took her to the Vet's offices immediately without getting permission from him. She acted quickly and effortlessly without being hindered. And being in the encampment cages does little to ensure the humans' survival. She would have died along with the unborn child while in that cage. Then Bartu would have no live human(s)."

Kratos rose his brows, that soon lowered, creating a dark scowl at Maximus. Angrily, he grasped the cube on the podium, gradually compressing it. He swiftly rose up, planting his paws flat on the tabletop. "I wish to see you in the back, now." He snarled, pushing himself away from the podium.
Swiftly his eyes lowered down to Zephram. "She was a bloody wild animal, get your facts straight chimp." He snarled. "I'll continue with you in a moment," He continued to growl
He banged the cube onto the surface, not shaking his glue scowl at one of the council. "This tribunal is going to a recess." He stated, stomping to the back of the tribunal, entering through the door. "Other council members are welcomed to join." He added before exiting.

Maximus sighed deeply. Great! He just irked Kratos for a suggestion. It never really would have worked out anyway. So, he decided not to offer any other suggestions regarding science. Then he heard him chew out Zephram...It was so not going to work out in the end in either party's favor except for one.
No one liked him or Zephram. Well, that was fine with him. He didn't have to be liked to do his job.

Zephram knew she was a wild human. He knew his facts and didn't mix them up. He was talking about the other humans in the city, not this particular human. This pup would have it hard. He shook his head and rested his head into a hand. This was such a farce. His job was to ensure the fair treatment of this human. Bartu would possibly gain the pup and nothing the vets say would actually be taken seriously. "Prepare yourselves." He told phoenix and Serenity. "Prepare yourselves should the pup be given to Bartu, regardless of the reports against him." He was gathering his own reports and files. They wouldn't be needed after this day and once shredded, the case wouldn't surface anymore. He placed them neatly into a folder and put them into his briefcase.

Serenity didn't really have anything to say. Her hand was resting on her chin and she almost wished she hadn't saved the human. But she was bound to care for all humans and even returning them to owners that were hurtful to humans or had no regards for human life was something she was against. Sometimes, the same humans returned with the same injuries and then they would be taken to the director of human affairs. She didn't mention any of the other humans who suffered. They didn't care. It was just a bloody animal to them and the human race were dying off anyway. There were too few humans.

Kratos impatiently tapped his fingers across the table as he waited for his troubled council member to seat himself. His cold scowl had not vanished, but was glued on the door in front.
Eventually Maximus would enter, and Kratos stopped his fingers, glancing up. His hand swayed over to a chair. "Please Maximus take a seat, even close to me, I don't mind." He smirked, whispering.
After Maximus had seated himself, Kratos was silent, and the atmosphere became eerily quiet. Suddenly, his fist pounded on the tabletop. "Are you crazy?! I'm stunned you even suggested to provide rights to those dogs!" He shot his hands in the air. "And comparing them to our ape-raised humans?" His head shook. "You know very well ape-raised humans are contained with rights as they were taught under us."
His hand dropped, glancing away. "Ugh, Maximus." He rubbed his face. "Those dogs have none." He harshly reminded. "It's, like you've grown to actually close to humans having them to request rights, actually rights." He dropped his head, continuing to sway his head in disgust. His finger bolted to the door. "That bloody chimp had the idea of wild humans actually have rights. And to question? He's blind? That female mutt is here now!"

Maximus didn't really take a seat close by to Kratos. He didn't feel like getting smacked around or hit by a fuming ape. Especially when he was aware that the human in question was a wild human.
He didn't think he'd be called crazy nor beginning to like humans. But he saw value in this one human. "This one human is unique from all the others. All the other humans exhibit a deep hatred towards us. This one human could bridge the cure to get rid of the sterility plague. She may have antibodies and therefore she must be kept safe, sound, and well cared for." Maximus shook his head. "This one human has to be willing to help our cause. If not, then everything is in vain and the human race will become extinct. Once the humans are extinct- then we'll be without our beloved pets, human servants, or even a human to entertain us."
Then he said, "Only because of her miscarriage." He shook his head. "That chimp is only out to help wronged humans. You should see how many abuse reports he gets on his desk. He's just doing his job of protecting the human. A human who is actually in need of protecting and she's saddened."

Serenity watched the two head to the back. She wondered if Zaius would, too. She didn't see it the way Maximus did. What was he doing? Messing up? Maybe he was tired. Maybe he had a suggestion. She kept her mouth closed just like she had promised. Serenity wasn't sure what they announced in the backroom.
She was sure she had either A: Lost the human. B: Will have to stop treating the human as they were still in their care. C: She'd lose her job and then that'd make it harder for to get another job in a medical field.
She sighed, rubbing her face. Now refusing to glance at Phoenix or any other ape. How would she tell her mate? How would she support her own child?

Bartu quietly disengaged the conversation as the two council members were clearly becoming upset. He listened between the two, silently shifting his head, side to side in astonishment. Once the two departed, he glared over at Zephram, who he hated at the moment. "You insane too? Are you not aware of the laws? Or have you grown so weak in loving humans beyond compassion?"

Dr. Zaius tailed after the few members of the board. He entered lastly. Silently he planted himself a few chairs away from Kratos, and one from Maximus listened between the two before slipping his voice in the negative conversation. His finger rose. "Might I add too, Maximus. I'm aware of your concern for the human, which stuns me, you despise the creatures." He reminded. He lowered his finger. "If we grant that human any rights, than others will began an uprise, between the apes who don't like laws, and others who are." He clearly reminded another situation. "Don't be foolish, Maximus. Observe the facts before planning a suggestion."
