Kramer was angry, but he wasn’t sure at who.
The boy had tried running away from this whole situation the moment he became disenchanted with ape life. And despite being raised his whole life by apes, this was his punishment, thrown in a cage and treated as if he were one of the dogs. Which he guessed he now was.
He knew he was a prize. He looked young and pretty faced, and he had one of the rarest eye colors, silver. But he feared what an ape would do with him. Show him off? Use him against his own kind?
He didn’t look like much with his ragged clothes, given he had aged out of foster care and been on the streets. But as the son of a prized show dog and a lap dog, with those eyes? He knew that just about everyone would want him by that alone. Though the price would also be steep.
He pushed his face against the glass cage and stared out. Tapping his cage quietly and looking rather perplexed. “This blows,” he muttered to himself. “Can I just get out of here? It was my choice to leave.”

Zephram was strolling through the cages...making it his usual checks...wondering why these cages carried out an odor...Humans sure didn't get taken care of well here. He would have passed by this cage when he saw a human with ragged clothes. "Handler! Why is this human in tattered clothes? If you intend to sell him, then you need to get pet clothes!" He said firmly. "This is appalling and inhumane treatment of a human." He pointed out, marking a tick on his data pad.

The handler grumbled.
Though he turned to a shelf and grabbed a nearby set of robes before tossing them into Kramer. ”It’s what he came in with. I’m new. How the hell was i supposed to know?” he noted as Kramer threw the robes over himself feeling far better about it now. ”Besides it’s going to be a long wait regardless his price is steep. My boss is asking for twelve hundred up front.”
Kramer nearly spat out in response. “Twelve hundred? Whose drunk idea was that?”

"You need a better trainer than you have now." Zephram remarked. "And where is your trainer? I shall have a few words with him or her." Zephram was about to give him a list of what to do. "And where is your boss? I, too, will talk to him."
It isn't every day that the director of human affairs came over to do his own inspections. He usually popped in as a regular civilian, only checking on humans. "Where are the children kept?"

”My trainer, Malcom is on break. Boss has the day off but his name is Fisk,” the ape wasn’t by any means mean being very honest about it. ”We only have one child for purchase right now. Cute little thing named Morgan in the Spongebob Squarepants pajamas. He came in with that hunting party.”
Kramer was annoyed as he sat cross legged in his cage, giving a small huff. “You know, it’s total bull crap I’m even here. I had human pets in some of my foster homes! How am I supposed to go and be one now?” He asked though the ape simply rolled his eyes. “So I questioned the guards when trying to leave. Just because I’m homeless doesn’t mean-.”
”We rescued you from homelessness and poverty. Be grateful,” it was clear the ape genuinely believed this. ”Ain’t the best circumstances but we’ll get you a nice home where you’ll have an easier life.”

Zephram nodded as most handlers don't have any supervisory roles. There was nothing he could do until his boss came back. "I'll be back tomorrow to speak to your boss. Don't bother your trainer. On another note, do all these humans ever get to come out of their cages to relieve themselves and get exercise? It's not a good thing to be cooped up in a cage all day long and not being allowed to breathe fresh air. And if you want pets to be used to a collar and leash, my advice to you is to let them wear it and use it." Considering,
"Hmm...I'll take him."

Now it was Kramer’s turn to speak up. Considering he really didn’t like the idea of a collar and leash - at all. “Excuse me? A collar and leash? Is that some sort of joke?” He asked as he crossed his arms with a huff. “I am a fully grown adult with two legs that are working fine. I don’t need someone to put me on a leash and walk me around like I’m some... Some...”
”Pet?” the gorilla he was talking with snorted. ”Mind your manners, hunan. You were the one that also stupidly got caught by guards. God the mouth on this one.” he then added. ”That isn’t necessary. I can take him on a walk to exercise later. Unless you’re really intent on doing so. You’re a busy ape.”

Zephram drummed his fingers on the cage. "Well, considering this foolish creature has never been owned by an ape, he will be easy to train." He wasn't really meaning it. "1200 right?" Flips a card between his fingers. "I'm sure the agency can afford to purchase a human- who is ape-raised- and can learn from his mistakes. I have ways to ensure this human will be trained."
He was sure. "I'm very sure. All these humans need time out of their cages so their muscles don't atrophy." He informed. "Have any human contracted any illnesses or sicknesses?"

Oh wait? Zephram wanted to buy the human? That was interesting, he had never heard of the chimp getting a human pet. But Kramer had always been a little thing, about 5’4” and was a good size for a chimp. ”Oh! You wanted to buy him! I didn’t realize,” he noted as he carefully opened his cage and pulled Kramer gingerly out by his neck. ”You have good taste though. His mother was a champion show human, and his father was a lap dog to one of the Senators before he was sold to an army man.”
Kramer was more than a little scared as he was set in front of Zephram. He hasn’t had good experience with higher up apes, and even if he was the director of human affairs... “Do I really have to do this?” He asked. “Seriously, I would have made it just fine in the wild.”

Zephram nodded as an answer to the handler's question. "I do indeed want to buy this human." He said. "As a matter of fact, I'll need to purchase a collar and leash. Got to follow the law." He said. "Even though it is a little restricting." He examined Kramer with an intense eye. So far, he looked perfectly healthy.
"Oh definitely you do." Zephram answered before the handler. He produced a card and paid for him. Even as well as signing his name to secure the sale and adoption of Kramer. "Well, that was the easiest transaction I have ever dealt with."

Kramer flinched at the intense glance.
Weren’t the human affairs apes supposed to be... Y’know... “I thought the human affairs office was against human pets,” he noted with a tinge of frustration. “What exactly do you need a pet for? I’m not trained you know - and sitting in laps and stuff sounds gross.”
The ape handler ignored Kramer as he produced his collar and leash. It was simple enough to get Zephram out of there at least. ”Shouldn’t be too bad. Though he’s not as cute as the younger ones,” he noted. ”I already have three boys in their young teens at home. My kids love them.”
