A Human Affairs Meeting (Open)

Kratos was casually enjoying himself in a bowl of morphed fruits, even was in a really fine pleasant mood. One of his kids creamed a competition. So, he had no reason to be irked, or flustered. He even offered some of his servings to the protective patrols around. Plus, not having Gladiator nip at everything that the humans or apes did wrong, was nice.

The knob to the main door smacked into the ape, causing him to arch over. "Oof.." he groans. The door was more solid in the other. The patrol on the other side heard the heavily, angry steps from the chimp, and hastily leaped away.

Kratos jerked from his throne, the bowl rolled off his lap and shattered downward of the steps. He didn't care but grew furious in a moment from the loud, bravely-dumb protest. It wasn't the first that an ape burst the door open and hollered viciously. noting it was that pesky human-lover Zephram.

"How dare you!" His voice boomed down as he hiked down the few steps. "Don't you dare imply my children as such. My children are nothing like those brainless dogs!" He hollers very defensively. "You don't just march in here, uninvited, comparing!"

His patrol flinched, ready to take harsh action. But was halted by the elevation of the President's hand.

"Listen to you big air-headed bafoon! I allowed the law, that means, whatever happens, happens. The ones over the other things, raids, kidnappings, cages, that's between the army, hunter, and handlers. Now I only allowed it, but if you must interfere so deeply. Why don't you get your human-loving self over to those districts to make the changes!"

"The nursery is holding children between infant to 12 after that happens. They either become raised like apes or out in the wild. So, technically, ape-raise does exist, just at a lower rate." He mentions. "Seventeen to be ape-raised? Most are already too wild, and killers." he walks closer, much calmer. "So, the younger in the cages, and nurseries the better the outcome. Fewer ferals, and putting them to sleep.

Zephram wasn't phased by his anger and didn't back down. He may have been an air-headed buffoon. He had already been to at least three districts in one day and the remainder he had sent his team into the other districts. The problems were that every human that was 13 years old to 17 years old were heading into the cages. Not to mention that the cages were receiving too young humans. Including a few ape-raised ones that were found in the city. The problems were just starting when he also received a number of reports of children falling ill and he seemed not to realize that the pre-teens were still children.

"You're completely wrong about that. All hunters are no longer bringing the younger children to the orphanages. I've seen an 8 year old child in a cage in one district, crying his eyes out because his parents weren't there and he was sick." The ape continued. "Then a 9, 10, and 14 year old with fevers, chills, and coughing. Many more human children are falling ill and it's spreading more to the others. Note, these are our own ape-raised human children. The wild humans are immune. Then there are the injuries."

"You're also implying that the younger they are, the better they are as pets and are adorable, cute, but what I see a gradual extinction of the human race. Adult humans are different than children. You are just scarring them for life and their development will be stunted and as their lives continue, this whole new generation will- become even more brainless and mute."

He couldn't believe that he would send pre-teens off. "If you think that I'm angry, once the public hears about this, there will be rioting and further outcry among them." He shook his head.

Zephram shook his head. "You allowed the new law. But did you confer with the others for your new law first weighing in the pros and cons of taking 13 year old children from their guardians or parents? Taking the wild feral animals from their parents, despite their age, is doing nothing but destroying -" Zephram paused to think. "Look at your human. Do you honestly think he's happy? Pretending to like his life or does he want to go back to his own 'guardians' or his parents? I already have closed those operations down."

"Oh yeah. More brainless humans who turn mute because they aren't allowed to learn how to form words." Then an idea occurred. "Maybe you should go yourself and visit these children and see for yourself. You seem not to believe or care about these children falling ill. No vaccinations can cure an outbreak." Then he pointed his finger. "Then it'll spread to our own children."

"The infections are resistant to our cleansers. The more we use them, the more resistant these new germs are."

"And are you ape raised or wild?" Zephram asked. "Who were your new guardians? How old are you? You can't be no older than 13 years old." Then to Kratos and pointed at the boy. "He is still a child and has to have the stability of a loving family instead of worrying about pleasing you! He is still a child and should have no adult pup obligations." He strictly pointed out. "No human, despite their youthful appearance, their 'baby' looks, should be brought up in a role that is so restrictive to their well-being, health, and socialization with other humans or apes his age."

"Wild ones- are a different story, but I do not feel that it is right to separate any human from their parents or guardians. I had installed a security camera in one of the children's area and adult pups area to simply observe." Zephram pulled up a video feed. This time a young red-head- although very rare was sitting in a cage, crying her eyes out - for hours before she was bought. "I want my Mom and Dad." Was repeated several times.

Then a few minutes later, Norrix arrived and bought the child. The child attempted to flee and again, "I want my Mom." Was repeated again. As soon as they were leaving, the child ran to another red-headed pup in a cage and they both were trying to get to each other. Norrix turned her head away from the red headed woman. The woman was crying hysterically when they left...Then the child was hysterical.

Zephram stopped. "This is what happens when you take away children who are too young from their parents. They are not ready. They form long lasting bonds."

Kratos rolls his eyes, snickering in disbelief. Clearly, he didn't read the other guidelines and requirements. Why doesn't anyone? Because they read the first paragraph and go by that? His head shakes, even gripped his head, over his eyes. He couldn't stand why.

His hand rose, "Zephram, Zephram let me stop you there." he continues to shake his head. "First of all, there are not supposed to be humans taken from their guardians. I did not allow such a thing." he clarifies, ignoring about conversing with the council. "If the young pup is with an ape, they can't be taken away, but if they are in cages first, then they're pets." he sighs, "like I mention not long ago about the rules of the age."

Once again, he rotates his head, gripping the bridge of his nose. "Zephram, do not bring my human into this. He has nothing to do with this topic except his age, and rank." Then he hears about Norrix. "That's the General's choice." He folds his arms. "Was she of age to be a pet?"

He allows his pup to defend the new law and his state.

Kratos rolls his eyes, amused by Zephram trying too hard to force the law to be harsher than Kratos pictured it. His hand rose. "Enough, Zephram. You're only using one example." he walks closer. "Some of these adults we take, unaware of their children, are being ripped away." His fingers collided. "Either way, it's both ripping each other away."

He smirks, descending his chin down to Zephram's small height. "Are you then saying, despite the law now, and what's already been established is the same? Because my side of an example proves it."

His finger roamed over to Helios that was quiet for a few moments. "That child was taken apart. If you reverse it, his mother could have been taken, and he separated in the wild," he coldly grins.

Zephram peered over to the human, "It is a disaster waiting to happen."

Then he reminded Kratos. "It is due to fail. There aren't enough wild children in this country to stock these children pet trades. The sterility plague that plagues human females continues to ravage their reproductive organs, thus making them sterile. It is going to fail." He had to remind him of that sterility plague.

"We are noticing a rapid decline of human pets and it's like another plague had struck the already weak human populations. How long before this plague or sickness at large strikes apes?"
