Zephram shifted to look at Maximus with surprise. He hadn't known and he was in the negative of this new law? Maybe the two of them could overturn this new law. " Kratos? What have you done?"

Kratos was very appalled that Maximus was defending the wrong side. Since when did he like humans? Last time checked he was against anything. He despised them like any of the council. Why the sudden shift in perspective? HAs he adopted human that could have drawn him away from the laws? Pah!
Kratos leans closer to Maximus. "LIke Zephram assumed wrongly as he didn't know the depths of the fresh law. "I considered it with Zaius," he simply states. He recalls Maximus complaining. "Maximus, I've been busy dealing with the recent events," he replies in honesty. "I'm sure you have too."
"By that age, they are placed of pets majority of them are considered adults, and go out in the jungle to prove it. Most at the age of ten. Very unlikely they will freak as they're likely to be considered adults. Don't believe me, go on, and read the reports on the constant villages we find!" he suggests loudly to him.
He grabs his head, sighing deeply. "I just inform Zephram it's up to him to close down the ones who are breaking the requirements. Ape-raised are not supposed to be taken away. They're considered apes." He peers over to Zephram. "It's his job to ensure the guidelines are being followed."

Zephram decided to try a new tactic to persuade Kratos of something. "Yeah. At 13 years old, our ape-raised children are given the choice- go out in the jungle and make a living. At 13 years old, our ape-raised children no longer have a need for guardians. Any child requires their guardians' support and their teachings. At 13 years old, ape-raised children should be given the choice of becoming pets or apprentices..The new law should state, 'At the age of 13, all ape raised children will be ready to leave their guardians."
Then Zephram glanced over at helios. This time addressing him, "Now...listen carefully. If you were with an ape guardian from, lets say 5 years old, because your parents died of an illness, and are taken to the orphanage. Then you're adopted at 6 years old. Because, you were there a year. At 6 years old, you are enrolled in the school, attend school, are taught all about Central City, engage in Ape Studies, and learn how to be an ape. You spend your time with friends, your foster family, and are living the life. On your 13th birthday, you are given two options. You either leave your foster family willingly to become an apprentice or make the choice of going into the jungle to learn how to fend for yourself. Mind you, you have no support, no family, and no way to defend yourself against the dangers of the jungle. You get captured and are labeled as a pet. You're sitting in a cage, wondering where your foster family is, and what your friends now think of you. BUT: You are 13 years old- scared, crying, and worrying about where your foster family is. You spend the majority of time in a lap- trying to look good, forgetting your ape-raised status. How would you personally feel if you were thrust into the decision that 18 year olds get?"
Then Zephram looked up at Kratos . "Now apply that to wild caught young 13 year old teens only they have no support of their real family and when you capture wild caught teens, the training that they endured by their family is not the factor of whether they are adults or not. The parents continue their training to survive on their own. They are far from adults. They are still children, on the cusp of becoming full teenagers. The reports on these villages are fabricated! Falsified!"
Maximus listened, but didn't speak yet. Zephram's concerns were right though. "He does have a point. If we- did that to our 13 year old ape-raised humans, throwing them a choice, they wouldn't understand that choice given to them. They would be like, "Jungle? Or Apprentice to another family? But I have a family! Can't I stay with them until I reach 18? Why can't I be with my friends? Oh no...My friends will make fun of me. They'll know I'm a lap dog now and make fun of me if I go to school." Maximus finally said. "The ramifications of this teenager pet trade is not something that should even be existence." He pointed out. "The humans are already on the decline. Once they're gone, what then?"

Helios was surprised when Zephram asked him a question.
Normally no one even acknowledged him unless it was to pinch his cheeks and declare how adorable he was. Or to pet and stroke him. Or any number of embarrassing actions. But the question the ape said confused him greatly. The life he said intrigued him greatly.
But he also didn’t know a lot about it.
Helios has never been to school, and all of his friends were probably in this same position by now. So his face scrunched a little as he tried to think. “I think it’d be hard... But I can’t really say for sure,” he then admitted. “I didn’t go to school in the Wild. And here, Master Kratos says I don’t need an education since I’ll always be taken care of. And I’ve never really been with an ape foster family...”
It was clear he was very torn on the situation. On one hand wanting to stay on Kratos’ good side, and on the other seeing the ape’s point loud and clear. “I don’t think I could survive in the wild anymore either though. I haven’t hunted in a long while,” he explained. “Speaking of which, I’m hungry. Might I have a bite of the snack you were having, master?” He asked hoping to pull away from the conversation. And the bowl of fruit was still there anyway.

Zephram saw he didn't understand what he was asking and decided the young boy wouldn't learn how to read. "Do you know how to read?" He asked instead. If not going to school, it would be even worse. "So, you don't socialize with members of your own age group? You don't have any physical activity with your species or peers around your age. Since Kratos has decided you don't need school any longer, then he will teach you to read." He knew the consequences of pets not being able to read. If they can't read- then that would push them into non-verbal humans. Not knowing how to be sociable. "Since Kratos says you no longer have to go to school, then that means you don't need socialization with your own age group. Servants and grown apes cannot provide every single thing that 'meets your needs' and 'requirements'." Zephram decided to break the news to Kratos . "Since Kratos and his royal counsel have seemingly decided to take the roles of guardianship and parentalship, they will have to supply everything to your education and to ensure that you remain adequately taken care of mentally, physically, and socially." Zephram stared straight at Kratos as he spoke. "Not to mention progress reports and how he does on tests since you have decided to become a school teacher for hours a day without a break."
